Desoft youth develop a System for the Control and Management of Fines

The System for the Control and Management of Fines, known by its acronym CGM, is included within Desoft's national projects with great impact on the computerization of Cuban society. It is coordinated with the Ministry of Finance and Prices and provides the country's Fines Offices and the imposing agencies with a tool to efficiently control and manage pecuniary impositions. At the end of 2017, a group of young people from the Territorial Center of Computer Services of Palma Soriano of the Desoft Santiago de Cuba Division, started the project with the purpose of covering not only the operations of the Municipal Offices for the Collection of Fines (OCCM), but also to reach the imposing agencies. Among its objectives were: - Facilitate the work in the Municipal Fines Collection Offices (OCCM) throughout the country - Centralize the information managed by these offices - Streamline the consultation of information from the Provincial Directorates of Finance and the National Directorate of Fines up to the municipal level - Accelerate the entire process related to the imposition of the fine until its collection by the offices. In May 2019, the installation and deployment of the product began in the Camagüey, Mayabeque, Granma and Santiago de Cuba provinces, and today it is in operation throughout the country. The system performs a set of automatic operations that contribute to the improvement of the Contraventional System through its use. It is made up of several modules and was developed with Odoo technology, prestigious ERP (Enterprise Resource Planning) management software. Its implementation is under the software as services (Saas) model, which offers technological advantages to the entities and organizations that make use of it, because it does not require servers for hosting, nor the hiring of technical - specialized human resources to provide technological support and security, issues that are guaranteed by Desoft professionals, based on the company's Digital Ecosystem. This way of working allows the quick resolution of errors, immediate updates, the visualization in real time of the operations, control of checkbooks and consultation of information at different levels, since it has a database centralized and located in a national data center, which facilitates its accessibility from anywhere.

In keeping with current times, in which technologies are increasingly present in people's lives, an alliance was established with Etecsa to achieve the integration of the CGM with the popular Transfermóvil application and make it easier for offenders to pay fines to through the cell phone. Since the publication of the service, on June 18, 2021, a total of 4,044 inquiries have been made through the Transfermovil application and 2,077 fines have been paid; of them 1,110 of contraventions and 967 of transit. An exchange will be held soon with Enzona specialists, to make the payment also from that platform. The work of the CGM project team of engineers and technicians continues, and at the moment, a consultation web portal is under review so that citizens can view all the fines that have been imposed, which ones are pending payment, the amount to pay, the decree law that was applied, among other information. In this way, in addition, appeals may be made to the body imposing the fine, in case of not agreeing with its imposition and making claims to the municipal offices about the collection made improperly. The adaptation of the CGM system for use by taxing agencies is also in the process of completion. As part of this work, an integration service between computer solutions (better known as API) is developed that links the CGM and the systems of these organizations, as well as a mobile application for the inspection of information by the inspectors.
