Some years ago, Cuba began to walk the path towards an optimized public administration, what we now know as electronic government, whose importance lies essentially in putting information and communication technology at the service of society.
The Computer Applications Company, Desoft, was one of the first entities to guide its efforts in this regard, and carrying out its mission of computerizing Cuban society, it carried out the "Electronic Government" Project.
Project that develops and deploys an integrated platform that contains technological solutions that support the management of government processes and facilitate their exchange with citizens, contributing to timely and inclusive access to information and citizen participation that contributes to improving quality. life of Cuban society.
One of the fundamental elements of this project, which has also been a reason for recognition not only nationally but also internationally, is its public interface with the population, the well-known Citizen Portals. Solution provided and customized by Desoft for all the country's provinces and with which, since the beginning of last 2019, the presence phase in all provincial territories was completed, according to the schedules established by the country's management.
Since then Desoft has not stopped and works at an accelerated pace but with the quality required to bring the benefits of electronic governance to municipal governments; work that has been bearing fruit since the beginning of 2020 when the province of Cienfuegos became the first to publish the citizen portals of its 8 municipalities, marking a milestone in society's computerization policy.
To date Desoft celebrates as an important achievement the sum of 7 provinces, in addition to the special municipality of Isla de la Juventud, which, like Cienfuegos, culminated in all its municipalities the stage of presence of electronic government (Sancti Spíritus, Ciego de Ávila, Las Tunas, Granma , Santiago de Cuba, Guantánamo). At the end of August 31, there were already 110 online citizen portals, today the number may no longer match, which is the absolute responsibility of the excellent work team of the company that carries out the reference project and puts its efforts day after day to comply with the implementation of electronic government in the country, according to the programs and schedules established for it.
Parallel to the implementation of the presence phase in the municipalities, the project has planned to carry out the evolution of all the provincial portals to the second stage of Electronic Government defined by the Cuban Ministry of Communications, interaction. Stage in which a more direct communication between citizens and organisms is possible; These not only provide information, but are prepared to receive opinions and establish communication with the population through email, sending forms, comments, opinions or forums.
The citizen portal, although the best known, it is necessary to point out, it constitutes only one of the solutions included in the integrated electronic government platform proposed by Desoft for Cuba, which responds to the interests of citizens, governments at different levels, entities, among others, establishing itself as a new way of administering and carrying out public management in the country; It will then depend on knowing how to take advantage of this platform and the public value that we add to it to achieve the necessary impact on the well-being of the Cuban citizen.
