Two measures approved to continue transforming the state company were presented by the Deputy Prime Minister, Alejandro Gil Fernández, under the proposition that this is the main subject of our economic model. Gil Fernández commented that, in the case of the first measure, corresponding to the improvement of the remuneration system for the work contributed –how the salary is charged in the socialist state-owned company– “we have been taking steps with the modification of the payment system. The distribution of profit was incorporated as mobile income of workers and we made the process of distribution of profits more flexible, among others, to enhance a greater link between the result of work and the salary received by the workers. Similarly, he said, we have been making progress, in line with the agreements of the 8th. Congress of the Communist Party of Cuba, to remove the socialist state enterprise, and “we have reached a consensus in the Government on a measure for which there is no precedent, which consists of eliminating the obligation of the salary scale for the payment of wages. in state-owned companies ». The second measure, he emphasized, has to do with the way of operating micro, small and medium-sized enterprises (MSMEs) in the state sector, as part of the strengthening of the socialist state enterprise. He stressed that, in the case of non-state MSMEs, the "owner" is a natural person, while in MSMEs it would be the State, which has to be represented by a legal person ". Gil Fernández commented that, «we have evaluated several alternatives and this will be done through budgeted units, companies, superior business management organizations, scientific centers and universities that can act as partners of state MSMEs.
