With the recent publication on the Internet of the Quemados de Güines portal, Villa Clara territory, the Desoft Computer Applications Company fulfills its commitment to develop 146 sites of this type for municipalities and 15 for Cuban provinces. The company has been responsible for putting 87 percent of all municipal portals and 100 percent of provincial portals online to facilitate exchange between governments and citizens. Desoft was one of the first entities to direct its efforts to the implementation of electronic government in Cuba, that is why it constitutes one of its most important projects, within the digital transformation of the company in its software as a service proposal. The first steps were taken in 2007, when the Desoft Granma Division created an integrated “electronic government” system for use in the Provincial Assembly and the Government of that province. As a technology provider of the portals, Desoft guarantees the interoperability, sustainability, scalability and security of these sites and therefore is inserted in the value chain of the service that the government must provide to its citizens.
Based on the company's Digital Ecosystem, a Delegate Management system has been integrated into this great project (a package of four modules that facilitate the registration and control of all the proposals, complaints and requests that a Cuban citizen may issue, and enables the monitoring them); a module for Attention to the population (manages complaints, requests, complaints and suggestions generated by the people, through the creation and monitoring of files.); the System for the Management of the Electronic Programming Guide, e-progTv (allows the population to know the programming billboard of television channels, including telecentres); the Anúnciate Cuba site and the Executive System for Monitoring Organizational Strategies, BIMAS. The portals are prepared according to the parameters established by the Cuban Ministry of Communications and other governing bodies of the country, and the company accompanies the government during all the stages declared in Cuba (presence, interaction, transaction and transformation) This project has been awarded internationally when the Cuban website Repinar, corresponding to the province of Pinar del Río, another of the initiators of this task, was among the five champion projects in the category “Role of governments and actors in promotions of ICT ”, awarded by the World Summit on the Information Society in 2019.
