The branch standard NRCM 3-1: 2020 Quality Requirements for Computer Systems and Applications has been approved by Resolution 87 of the Ministry of Communications of Cuba. The draft standard branch has been prepared, as a technical scientific result, by the National Center for Software Quality, CALISOFT, and has been reconciled with the Technical Committee for Standardization 18 of Information Technologies, in particular its subcommittee 7 of Engineering of Software, integrated by most of the most important developer companies, including MINFAR and MININT. It has been prepared with the aim of providing knowledge and technical foundations for employment by: The National Accreditation Body of the Republic of Cuba, in its mission of carrying out the accreditation of the laboratories for the evaluation of computer applications, systems and software products. All entities of the software industry in order to unify and reconcile the relationship of aspects, attributes and quality characteristics that will be subject to evaluation by laboratories, in particular Calisoft's Industrial Laboratory for Software Testing, during the process of testing, evaluation and subsequent certification of computer applications. The branch standard specifies verifiable properties, based on the quality characteristics of the Cuban standard NC ISO / IEC 25010: 2016, which supports the conformity assessment and certification of computer products and applications. The properties based on the characteristics of the Cuban standard translate into requirements for: Functional Adequacy, Safety, Reliability, Performance Efficiency and Usability. Requirements for documentation are also defined. The branch standard extends to national or imported computer systems and applications. Among other benefits, with the approval of the standard:
Authorized laboratories are encouraged to evaluate all products in the same way, so as to guarantee reliability and repeatability, as well as the validity and reproducibility of the measurements. Quality measures can be obtained at the country level, which allow to know the initial state and progress of the industry, all of which encourages the adoption of decisions aimed at its improvement. Achieving the certification of products and the management of information technologies is a short-term goal of the Ministry of Communications and the National Office for Standardization of the Ministry of Science, Technology and Environment.
